DEPARTMENT OF LAND MANAGEMENT (DLM)

  1. TURNING VARONA VILLAGE OVER FOR AFFORDABLE HOUSING DEVELOPMENT
    The City and County of Honolulu acquired ‘Ewa Villages in 1990. Efforts to develop Varona Village were put on a back burner when the City’s Department of Housing and Community Development was disbanded in 1998. In 2013, interest in Varona Village was rekindled and in late 2020, a development agreement was signed with Peter Savio and Habitat. Beginning in 2021, the Blangiardi administration prioritized the required conditions to development and the property was turned over. Phase 1 will repair and renovate 35-40 existing homes and Phase II will provide 88 new affordable homes and a community center.
  2. ACQUIRING 3.8 ACRES IN IWILEI (IWILEI CENTER) FOR AFFORDABLE HOUSING
    Successfully negotiated the acquisition and closing of 3.8 acres in Iwilei contiguous with the Iwilei rail station to develop an iconic transit-oriented community with complete streets, new connections to King Street, a linear park, mixed-use retail and mixed-income affordable housing. This is the largest property ever acquired by the City for a planned affordable housing TOD community.
  3. ACQUIRING THE FHB PARCEL (NORTH KING STREET) FOR AFFORDABLE HOUSING
    Acquired the FHB site on North King Street to consolidate parcels in Iwilei for the development of an iconic transit-oriented community with affordable housing, mixed-use retail, improved connectivity to the rail station and activation of a previously industrial area.
  4. ACQUIRING THE WAIKĪKĪ VISTA ON KAPIOLANI FOR AFFORDABLE HOUSING
    Acquired the Waikīkī Vista, previously Tokai University, with 108+ affordable housing units on Kapiolani Boulevard adjacent to the Ala Wai Community Park. Not only will this building provide low-income affordable housing, but it will also become the permanent headquarters for the Royal Hawaiian Band, providing them with administrative office space and an auditorium for rehearsals.
  5. CLOSING ON KIHAPAI IN KAILUA FOR AFFORDABLE HOUSING DEVELOPMENT
    In 2023, the City completed the strategic real estate acquisition of 734 & 735 Kihapai Place in Kailua, expanding the City’s property portfolio for much-needed affordable housing in the Kailua area. The $5 million purchase price includes the land and construction drawings for the development of a four-story affordable housing building containing 42 one and two-bedroom units. The acquisition used the City’s Capital Improvement Project (CIP) funds for affordable housing. Following the acquisition, DLM issued a solicitation seeking a public-private partnership with a developer to construct, operate and maintain the project through a ground lease.
  6. EXECUTED GROUND LEASES ON 10+ ACRES OF CITY LANDS FOR AFFORDABLE HOUSING DEVELOPMENTS
    Entered into ground leases of 10+ acres of City land to facilitate the development of 500+ units of AH. This acreage includes Aiea Sugar Mill, Kapolei 6 and 7.
  7. OVERSAW CAPITAL PROJECTS ACROSS CITY HOUSING INVENTORY TO MAINTAIN, PRESERVE AND IMPROVE PROJECTS
    DLM oversaw capital projects across the City’s housing inventory to preserve and improve the affordable housing units. Maintaining the property insures high occupancy rates and tenant safety.
  8. EXPANDED THE CLEAN WATER AND NATURAL LANDS (CWNL) PROGRAM TO ENSURE PERPETUAL STEWARD OF CONSERVED LANDS
    DLM expanded the CWNL program to ensure the perpetual stewardship of conserved lands through new land management funding mechanisms and the first dedicated CWNL program managers in DLM.
  9. INITIATED DLM REORGANIZATION TO CREATE AN ASSET DEVELOPMENT DIVISION
    Initiated a reorganization of DLM to officially create an Asset Development Division within the department so that permanent staff can be hired to complete critical work in acquisitions, development, and conservation of property and lands.
  10. COMPLETED PERMITTING OF HALEWAIOLU FOR GROUND-BREAKING AND TOPPING OFF CEREMONY OF THIS CRITICAL SENIOR HOUSING PROJECT IN CHINATOWN
    Halewaiolu Senior Housing opened its doors to tenants in September 2023.
