DEPARTMENT OF INFORMATION TECHNOLOGY (DIT)
January 2021 – December 2023
- UPDATED THE CITY’S PRIMARY DATA CENTER
DIT updated the City’s primary data center with automated cooling systems that reduce the energy required for cooling densely packed servers. DIT also installed redundant lithium-ion backup systems and utility feeds that ensure the networks and applications remain online. The new facility occupies less space and is more energy-efficient than the old data center. DIT also replaced existing fiber optic cabling to provide greater capacity, higher speeds, and system redundancy. The data center includes a video wall for system operations, monitoring and management. - UPGRADED THE CITY’S ENTERPRISE RESOURCE PLANNING SYSTEM (C2HERPS)
DIT upgraded the City’s core enterprise resource planning (ERP) system which provides Financial, Payroll, Budgeting, Human Resources and Training for City employees. DIT’s team spent over a year preparing and following project management institute (PMI) methodologies, securing 2023 Project of the Year by PMI-Hawai‘i for the upgrade. - REPLACED OUTDATED SOFTWARE, PROGRAMMING LANGUAGES AND HARDWARE
DIT replaced legacy programs with modern applications that eliminated mainframe dependency and increased efficiency, including improvements to the Motor Vehicle Internet Renewal system, credit card processing of service fees, a new Neighborhood Board Election system and a modern Application Programming Interface (API) for the Driver license Road Test Appointment System. - EXPANDED WIRELESS ACCESS, CAMERAS AND FIBER OPTIC CABLES IN CITY FACILITIES
DIT expanded high-speed wireless sites at parks and other facilities, installed backup radio to Honolulu Emergency Services Department (HESD) sites, installed surveillance cameras for the Department of Parks and Recreation (DPR), Department of Enterprise Services (DES), and the Honolulu Police Department (HPD) and converted several Department of Environmental Services (ENV) sites to fiber optic cabling. - STATE OF THE ART IMAGING CENTER
DIT built an imaging center that can convert documents, including standard paper files, large format drawings, photographs, microfilm, microfiche and other mixed media into accessible and searchable digital files. The center also performs bulk shredding of old paper documents and electronic media. - DEPLOYED AUTOMATED BILLING SYSTEMS
DIT deployed automated billing systems for the Department of Parks and Recreation (DPR) and Budget and Fiscal Services (BFS), providing improved accuracy and processing of payments. These systems increase processing efficiencies and reduce the time spent by City employees on manual processing of invoices. - ENHANCED MOTOR VEHICLE SYSTEM TRANSACTIONS
DIT enhanced the City’s web-based Motor Vehicle System with multiple transactions such as owner transfer with clean title, new registration for leased vehicles and new registration issuing electric vehicle license plates. The system enables dealers to digitally submit transactions to the City’s Motor Vehicle Office instead of dropping off paperwork. The system also enables the City to more quickly complete vehicle registrations. - DEPLOYED HNL PAY
Deployed HNL PAY, an invoicing application that enables various City programs to electronically request and receive payments. The DPP Affordable Housing program adopted the system to collect application and other reoccurring rental fees, which increased collection efficiency resulting in tremendous time and cost savings. - MODERNIZED DPR CAMPING PERMIT SYSTEM
DIT modernized the DPR Camping Permit system into a web application that is mobile-friendly and provides newer features that facilitate automated permit issuance and streamlined payments with HNL Pay. This project also provides automated reconciliation and reporting features to assist DPR staffs in managing their camping sites.
